EC will review anti-dumping duties on cold rolled coils imported from China and Russia

The European Commission will review the anti-dumping duties on cold rolled coils imported from China and Russia to determine whether the expiration of the duties will lead to the recurrence of dumping and damage the European industry.

The review will be launched on August 3 in response to Eurofer's request submitted on May 3, 2021. According to previous reports from Metal Expert, in 2016, the anti-dumping duties on China and Russia were set at 19.7-22.1% and 18.7-36.1%, respectively, depending on the supplier.

The European Commission said in an official document: “The applicant Eurofer provided sufficient evidence that if these measures are cancelled, the imports of the above products from these countries to the EU may increase as the export producers' production capacity will not be used and due to the EU markets size and geographic attractiveness (the latter applicable to Russia).

The survey time is from July 1, 2020 to June 30, 2021, but the research time for related trends is from January 1, 2017 to June 30, 2021. It is expected that the investigation will be completed within 12 months after the start, but not more than 15 months in the event of an abnormal situation.

The products under investigation are flat products of any width, cold rolled (cold drawn), unclad, electroless plating or other coatings made of iron or non-alloy steel, alloy steel (except stainless steel), excluding electrical steel, tool steel and high-speed steel.
